League Launches New Certificate Program for Elected Officials
Local government doesn’t run on autopilot. From mastering complex municipal issues and navigating legal responsibilities to preparing for the next council meeting, elected leadership requires a significant investment of time and ongoing learning.
Beginning in January 2027, the new Leadership Certificate for Elected Officials will recognize the time elected officials invest in their professional development. The program gives officials a way to track their learning and receive recognition for participating in League of Minnesota Cities (LMC) learning opportunities and events.
“We wanted to create a way to formally honor that dedication and support local leaders who make lifelong learning a core part of their service,” said LMC Executive Director Luke Fischer.
The certificate is an optional framework for officials who want to build ongoing education into their service.
“Our hope is that this certificate serves as both a roadmap and a celebration for local leaders, reminding them that continuous learning makes their cities stronger, safer, and more vibrant,” Fischer said.
Onboarding and beyond
As newly elected city officials prepare to take their seats, late fall is a great time for cities to include professional development in their onboarding plans. Sharing information about LMC learning opportunities like upcoming Elected Leaders Institute (ELI) sessions or introducing them to MemberLearn online courses can help set a collaborative tone for the term. These resources can also be useful for experienced elected officials who want to learn more about a specific topic or keep up with legislative changes.
The certificate program brings these learning opportunities together and gives officials a way to track their progress.
To earn the leadership certificate, participants must complete 32 credits within two years of enrolling. At least 16 credits must come from in-person learning, with no more than 16 credits coming from online learning. Participants also must complete one required foundational program: ELI: Newly Elected Leaders, ELI: Next Level Leaders, or the online Introduction to City Governance for Newly Elected Leaders course.
Once enrolled, LMC will track eligible credits, and participants can follow their progress in their MyLMC account.
For city staff, the program offers another resource to share with elected officials as they begin a new term. For elected officials, it provides a way to build continued learning into their service.
