AIRPORT ARCHITECTURAL-ENGINEERING FIRMS. The City of Hutchinson, Minnesota is requesting qualifications (RFQ) from consulting airport architectural-engineering-planning firms to provide services associated with airport improvements at Hutchinson Municipal Airport – Ken Butler Field. ARCHITECTURAL SERVICES. The City of Elk River is requesting proposals for professional architectural design services and construction support for retail stores. The city must receive required print materials no later than Feb. 28, 2025. ARCHITECTURAL/ENGINEERING SERVICES. The St. Cloud Metropolitan Transit Commission (DBA – Metro Bus) is soliciting proposals from qualified Architectural & Engineering firms to provide turn-key design, engineering, build, bidding, contracting, and complete construction management services for an additional public transit center. The primary objective is to hire a single firm to design and engineer a modern public transportation hub based on the specifications provided by Metro Bus. The selected firm will also prepare a competitive bid solicitation for qualified construction firms that will adhere to all Federal, State, and Local rules and regulations along with any requirements or items that were identified during the NEPA process. Proposals in accordance with the specifications of the RFP will be received in the office of Metro Bus until Monday, April 21, 2025, 12 p.m. Late proposals will not be considered. ARCHITECTURAL/ENGINEERING SERVICES. The City of Chaska is requesting proposals for Architectural and Engineering for full A/E design and construction services for a proposed new City of Chaska Municipal Services Building.  Proposals are due by 4 p.m. on Feb. 19, 2025. Project description, scheduling, project scope, submission requirements, and method of selection can be found in the RFP on the City’s website. BUILDING INSPECTION AND RELATED SERVICES. The City of Rice, Minnesota is requesting proposals to provide building inspection and related services to the city. Proposals must be received by the city no later than 4 p.m. on March 10, 2025, and should be addressed to: City of Rice, Attn: Julie Fandel, City Clerk, 205 Main St E, P.O. Box 179, Rice, MN 56367. The population is approximately 2,020. The city has residential and commercial construction projects therefore the candidate must be experienced in both residential and commercial inspection procedures. The candidate will assist the city in other duties as needed.

CITY PROSECUTOR ATTORNEY SERVICES. The City of Grand Rapids is soliciting proposals from qualified attorney’s or qualified law firm(s) to represent the city in prosecution matters. Preference will be given to those submittals demonstrating experience in this area of municipal criminal law.  The successful applicant or firm shall possess sufficient resources to ensure that the demands for the City’s legal needs will be met on a timely basis. The relationship would be on a contractual basis. The City would prefer to award a four or five-year contract for these services.  The services and qualifications that are required by the City for criminal prosecution services covered by a contract include, but are not limited to,  prosecution of all petty misdemeanor, misdemeanor, misdemeanor and statutorily delegated gross misdemeanor offences, provide advice and consultations to the City’s enforcement staff, and prepare criminal complaints. Basic services for this proposal include those legal services generally understood within the field of municipal law to fall with the category of “criminal prosecution services” work, and are outlined in the Request for Proposals, which can be found at https://cityofgrandrapidsmn.com/rfps. CIVIL LEGAL SERVICES. Lonsdale is requesting proposals for comprehensive Civil Legal  and related technical services. The firm selected will be designated as the City Attorney.  Services may include but not be limited to: drafting/reviewing ordinances, interpret, advise and recommend revisions to the City Code, prepare/review contracts, represent the City in matters related to code enforcement, employment and litigation related matters, acquisition of properties, condemnation and environmental matters and Land Use applications.  A copy of the full RFP can be obtained on the City’s website. COMPREHENSIVE ENGINEERING SERVICES. Lonsdale is requesting proposals for comprehensive engineering and related technical services. The firm selected will be designated as the City Engineer. Services may include, but not be limited to: general and project management; construction services; preparation of engineering reports and technical correspondence; attendance at city meetings; responses to resident’s requests and issues as directed by staff and other services as needed. COMPREHENSIVE PLAN. The City of Preston is accepting proposals to update the City Comprehensive Plan. The full RFP can be viewed on the city’s website or requested by email at [email protected]. Proposals must be submitted by March 13, 2025 at 4 p.m.

CONSTRUCTION MANAGER AT RISK SERVICES. The City of Buffalo is seeking a Construction Manager at Risk (CMaR) to provide preconstruction and construction management services for renovations to the former “PenRad” building – an approximately 12,000 square feet space to house the City’s Community Center. The selected CMaR will need to coordinate their services and work with City staff and City’s selected architectural/engineering firm for the Project, Bolton & Menk, during both the preconstruction and construction phases of the project. DEMOLITION AND DISPOSAL/REMOVAL OF STORAGE BUILDING. The City of Scandia is requesting proposals to dismantle and remove all structural components of a storage building (including metal frame and supports), mechanical components (including natural gas heaters) electrical (including breaker panel, outlets, and lights), and exterior components of the building (including siding, roofing, access doors, windows and garage doors). Work includes clean-up of all debris upon completion of demolition and removal. Details on the RFP can be found on the City’s website (www.cityofscandia.com). ENGINEERING SERVICES. The City of Staples, Minnesota seeks Statements of Qualifications (SOQ) for an engineering consultant firm to oversee capital improvements at the Staples Municipal Airport (SAZ) for a five-year contract period beginning March 1, 2025. As well as providing engineering services for specific capital project relating to airport maintenance, enhancement and long-term development, the consultant as part of a general range of duties, will also serve as a link and facilitator between the City of Staples and such agencies as the Minnesota Department of Transportation (Mn/DOT) Office of Aeronautics and the Federal Aviation Administration (FAA). The consultant also should expect to work with the City on matters relating to airport-related planning and zoning, legislative and Congressional activities affecting airports, and other advisory activities as needed. LABOR & EMPLOYMENT LEGAL SERVICES. The City Council of the City of Nisswa invites interested law firms with a minimum of five years of municipal law experience to submit written proposals to provide Labor and Employment Legal Services to the City. As Labor Attorney, the selected law firm will be expected to provide a wide range of legal services related to labor and employment issues. LEGAL SERVICES. The Chisago Lakes Joint Sewer Treatment Commission (CLJSTC) is seeking proposals from qualified law firms or attorneys to provide comprehensive legal services. MANAGED IT SERVICES. The City of Oak Park Heights is requesting proposals from qualified companies who are interested in providing Managed IT Services. ONLINE CUSTOMER PAYMENT AND CASH RECEIPTING SOLUTION. The City of Plymouth is moving forward implementing a new ERP (Human Resources, Finance and Utility Billing systems) in 2025/26 and is exploring options for online customer payment and cashiering solutions. The city is requesting that interested online customer payment and cashiering solution vendors provide brief informational awareness demonstrations. The purpose of these demonstrations is to provide stakeholders with awareness of the functionality and capabilities of modern online customer payment and cashiering solutions. PEDESTRIAN BRIDGE. The City of Chatfield has a new pedestrian bridge that was purchased in the fall of 2023. Although the bridge was delivered, it has never been installed. It has been stored at a trucking company since then. The bridge is 70′ x 10′, has a steel frame and wood decking. It has a 10,000 lb. vehicle weight limit. The bridge was manufactured by CONTECH. RESEARCH AND TECHNICAL ASSISTANCE. The Resilient Communities Project (RCP) is currently accepting proposals from local government agencies anywhere in Minnesota for partnerships to begin fall 2025. Selected partners benefit from applied research and technical assistance on one or more locally defined projects, provided by graduate and professional students and faculty at the University of Minnesota from a wide range of academic departments and disciplines. Proposals must include a minimum of three discrete projects intended to advance community sustainability and resilience. RCP encourages projects that address racial, economic, or other inequities and disparities in Minnesota. Matching funds are available from the Metropolitan Council for agencies located within the seven-county Twin Cities metropolitan area and within the Council’s jurisdiction.
