ARCHITECTURAL AND ENGINEERING SERVICES. The City of Hopkins Housing and Redevelopment Authority seeks Statements of Qualifications from licensed Architectural and Engineering firms for the rehabilitation of Dow Towers, a 76-unit publicly owned residential building in Hopkins, MN. Funded by Minnesota Housing’s 2024 POHP General Obligation Bond program, the project covers full A/E services from pre-design through construction administration, including health/life-safety and ADA upgrades. MBE/WBE and Section 3 firms are encouraged to apply. Submittal deadline is August 17, 2026 by 4 p.m. to Executive Director Muse Mohamed at [email protected]. ATTORNEY. The City of North Branch is soliciting proposals from qualified law firms to provide general civil attorney legal services on a consulting or contractual basis. The firm selected will be designated as the City Attorney, with services to begin on January 1, 2027. Firms intending to submit a proposal must notify the City in writing by sending an email to [email protected]. AUDIT SERVICES. The City of Eden Prairie is requesting proposals from qualified public accounting firms for audit services for fiscal years ending December 31, 2026, 2027, and 2028 with an option to extend the contract for subsequent years 2029, 2030, and 2031. A copy of the RFP may be obtained by emailing [email protected]. Questions must be submitted by August 14, 2026 with proposals due on August 17, 2026. AUDIT SERVICES. The City of Savage is requesting proposals from qualified public accounting firms for audit services for fiscal years ending Dec. 31, 2026, 2027, 2028, 2029, and 2030. A copy of the RFP may be obtained by emailing [email protected]. Questions must be submitted by Aug. 24, 2026 with proposals due on September 2, 2026. The selected firm will be notified prior to Sept. 30, 2026. City Council is anticipated to formally award the contract on Oct. 19, 2026. CIVIL LEGAL SERVICES. The City of Mora, Minnesota, is seeking proposals from qualified law firms with municipal experience to serve as City Attorney and provide civil legal services to the City Council, the Mora Public Utilities Commission, the City Administrator, the Utilities General Manager, Department Heads, and other City staff. The scope includes general counsel work, land use and development, public improvements, employment matters, code enforcement, and legal services to Mora Municipal Utilities (electric, water, and wastewater). CIVIL AND/OR PROSECUTION SERVICES. The City of Champlin is seeking qualifications and proposals for legal services from firms/attorneys experienced in municipal law and representation of municipal clients as City Attorney. As City Attorney, the selected law firm will be expected to provide a wide and diverse range of legal services. This request includes both Civil and Prosecution services. Interested firms may submit for one or both services. Services are expected to begin on or before November 1. The full RFP can be found on the City’s website. CLASSIFICATION STUDY. The City of Andover, Minnesota, is seeking proposals from qualified consulting firms to conduct a comprehensive Job Classification, Compensation, and Total Rewards Study. The project will include review of job descriptions and classifications, market compensation analysis, internal equity and pay structure review, total rewards benchmarking, development of a compensation philosophy, implementation recommendations, and staff training. The City seeks a practical, sustainable system that supports recruitment and retention, fiscal responsibility, and compliance with the Minnesota Local Government Pay Equity Act. COMMERCIAL REDEVELOPMENT. The City of East Grand Forks invites qualified developers to submit proposals and design concepts for the redevelopment of the former Simplot property, centrally located in East Grand Forks. The development opportunity encompasses 10.63 acres of C-1 mixed use commercial land on US Hwy-2 access. Respondents are encouraged to propose concepts that demonstrate strong design quality, financial feasibility, sustainability, and compatibility with the community’s long-term vision. The RFP opens July 1, 2026, with proposals due by August 31, 2026 at 3 p.m. CST. COMPREHENSIVE PLAN. The City of Detroit Lakes, Minnesota, is requesting proposals from qualified consulting firms to engage in the preparation of the City’s Comprehensive Plan. Interested firms should demonstrate experience in preparing and updating municipal comprehensive plans, including the facilitation of community engagement. COMPREHENSIVE PLAN. The City of Maple Grove seeks a master consultant to lead and deliver the full comprehensive planning process, except for the Local Surface Water Management, Water Supply, Sanitary Sewer, and Transportation chapters, which will be completed by a City‑selected engineering consultant. The master consultant will be responsible for integrating, formatting, editing, and ensuring consistency across all chapters, including those prepared by others. The City reserves the right to bring in additional subconsultants as needed. CONSULTING SERVICES. This request for qualifications (RFQ) is issued by Three Rivers Park District (Park District) to identify consulting firms providing specific professional consulting services to support Park District staff. The Park District has identified multiple areas of practice where the need may arise for the use of outside consultants. These areas of practice generally include architecture, engineering, planning, landscape architecture, natural resources, and certain specialty areas. To view the entire RFQ, please visit this page. Park District responses to questions will be emailed to all firms. The Park District will be requesting all submittals electronically. CROSSING IMPROVEMENT PROJECT. The City of Rosemount will be receiving a unit price bid, single prime sealed bids for the fall construction of the Rosemount Crossing Improvements project, until 2 pm on Aug. 25, 2026. Bids will be received via QuestCDN.com, at which time they will be opened and read aloud via Microsoft Teams. All bids must be sealed and marked for the appropriate contract for which the bid is submitted. Bids shall be submitted in accordance with the Bidding Documents prepared by SRF Consulting Group, Inc., 3701 Wayzata Boulevard Suite 100, Minneapolis 55416 and dated July 31, 2026. Bids received after this time will not be accepted. No oral or fax bids will be accepted. Bidding documents, including addenda, can be downloaded from Quest CDN (www.questcdn.com) using Quest No 10313674, for a fee of $42.00. Plan Holders are parties that have downloaded bidding documents from the Quest CDN website. Plan Holders may be notified via email as addenda are issues but are responsible to check the website for all addenda prior to submitting a bid. Parties that download the bidding documents and need to have them printed elsewhere are solely responsible for those printing costs. Paper copies of the bidding documents will not be distributed by the Owner, Architects, or its agents.

FENCE INSTALLATION SERVICES. The City of Bemidji (“City”) is requesting proposals from qualified firms to provide fence installation services. Proposals must be submitted by 4 p.m. on Aug. 31, 2026. Late proposals will not be considered. The City seeks a qualified company to design, and construct four (4) fences at recently built ground mount solar facilities. The City expects the sites to be constructed to industry standards and acquire all necessary permits. The selected contractor shall provide all labor, supervision, materials, equipment, transportation, tools, and incidentals necessary to complete the fencing installation. The project is also intended to secure the solar sites while at the same time making them aesthetically pleasing. FINANCE OPERATIONS EVALUATION SERVICES. The City of Edina is seeking proposals from qualified consultants to conduct a comprehensive evaluation of its Finance Department operations, including Payroll. The selected consultant will review current processes, identify redundancies, and recommend actionable improvements to optimize efficiency, clarify roles, and align departmental practices with City priorities and values. The project aims to enhance effectiveness through process automation, technology integration, and best practices, culminating in a final report with recommendations and an implementation roadmap. The deadline to submit questions is by 8/12/2026 by 4:30 p.m. with responses to questions to be posted on website by 4:30 p.m. 8/14/2026. HOUSING NEEDS ANALYSIS. The City of Hinckley is seeking proposals to complete a Housing Needs Analysis. The City’s last Housing Study was completed in 2018. The City seeks to engage a consultant to prepare a Housing Needs Analysis at the County and City level based on current demographic and housing market information to determine the existing and potential market demand within the City. INVENTORY OF SPORTS FACILITY USAGE, AND COMMUNITY PARK AND SPORTS COMPLEX NEEDS ANALYSIS. The City of Dayton is soliciting proposals from qualified consultants to provide planning services to complete; (1) an inventory of sports facilities serving Dayton residents and facility usage, and (2) a park facility needs analysis (sports and non-sports). The proposal should address the Consultant’s capabilities for performing all aspects of the project development process while presenting specific project information and substantiating the Consultant’s methodologies and approach for completing the work requested. LEGAL SERVICES. The City of Columbia Heights is seeking proposals from qualified law firms or attorneys to provide civil legal services, prosecution services, labor and employment legal services, or a combination of these service tracks. Firms should demonstrate Minnesota municipal law experience, qualified lead and backup attorneys, responsive service, and a transparent fee structure. LEGAL SERVICES. The City of St. Francis solicits Statements of Qualification and Proposals qualified law firms with substantial experience in municipal law and the representation of local government. This proposal seeks entities to serve as the City’s legal counsel. The selected firm(s) will be expected to provide the comprehensive legal services necessary to support the City’s operation and governance. The RFP encompasses both civil legal and criminal prosecution services. Respondents may submit qualifications and proposals for either service independently or for both services. LEGAL SERVICES. The City of Virginia, Minnesota, is accepting proposals for contracted legal services from qualified firms or individuals experienced in municipal law. The selected City Attorney will provide legal counsel related to the City’s regular governing and operating activities, including general municipal law, land use, economic development, contracts, labor relations, and other municipal matters. PROFESSIONAL SERVICES. The Managers of the Rice Creek Watershed District desire to update their list of accountants, attorneys, engineers, human resource, and information technologies professionals experienced in the work of Watershed Districts. The solicitation will enable the Managers to identify consultants qualified to supply the professional services needed by the District; these currently include: engineer, attorney, accountant, human resource, and information technologies services. Based upon the review of the emailed information, the Managers will determine whether a personal appearance is required and, if necessary, will notify you. Emailed proposals should include background and profile information on the firm, along with the specific information as to expertise in watershed district matters, hourly billing rates for 2027-2028, and names and qualifications of personnel. The City of Fairmont, Minnesota, is seeking proposals from qualified firms to redesign, develop, implement, host, and support the City’s official website, www.fairmont.org. The City is seeking a modern, secure, mobile-first website featuring a user-friendly content management system, AI-powered search, online forms, third-party software integrations, and WCAG 2.2 accessibility compliance. The selected vendor will also provide content migration, cloud hosting, staff training, cybersecurity, and ongoing support services.
