4M CONSULTING. The League of Minnesota Cities (LMC) is requesting proposals for consulting services related to a review of its local government investment pool (LGIP) known as the 4M Fund. Currently 4M Fund assets total approximately $1.75 billion and serve 450 local government entities in Minnesota. The goals of the analysis include: ensuring members are receiving the best possible service from its administrator/investment advisor, custodian/banking partner, and the LMC; benchmarking yield, fees, and other common metrics as determined by LMC and the consultant to evaluate performance of the various products of the 4M Fund; highlighting other options for enhancement of products; and establishing a schedule for periodically evaluating vendor relationships. AIRPORT CONSULTING. The City of Worthington desires to retain the professional services of a qualified airport consulting firm for a period of up to five-years to assist the Worthington Municipal Airport (OTG) in the completion of airport projects included in the Capital Improvement Plan (CIP). The required professional services include engineering (preliminary, design, bidding, construction and closeout phase), planning, environmental studies, and other related specialty services to complete projects listed on the CIP. COMMERCIAL PROPERTY DEMOLITION. Notice is herby given that proposals will be received by the City of Blue Earth for demolition of the property located in Blue Earth, Minnesota at the parcels identified as 212009690, 212009700, 212009710 (126, 128, and 130 S Main Street, Blue Earth, MN 56013). Proposals received later than 12:00 pm on Friday, July 12, 2024 will not be considered. CONTRACTED FINANCE AND ACCOUNTING SERVICES. The City of Sandstone is requesting proposals from qualified individuals and/or consultants for Finance / Accounting Services. The desired arrangement is an off-site independent contractor relationship. Proposals must be received no later than 4 p.m. on Friday, June 21, 2024. COURT APPOINTED LEGAL SERVICES. Sherburne County District Court is soliciting proposals for Court-ordered legal representation services for Adult Mental Health and Paternity/Contempt Services (Child Support). The attorney services will include providing legal representation for parties involved in the assigned case type. Representation shall include district court and appellate court representation. The Attorney shall perform all services that an attorney would be expected to perform if privately retained by the individual represented. DESIGN AND CONTRACTOR SERVICES. The City of Le Center is seeking proposals from qualified contractors for the interior remodel of its reception office. The scope of work includes demolition of existing structures, installation of new elements, and renovation to create an efficient and visually appealing reception area. The contractor will be responsible for the design, construction, and completion of the project. TRUNK HIGHWAY 27 RAILROAD GRADE SEPARATION. The City of Little Falls is seeking proposals for preliminary engineering services for a grade separation project of Trunk Highway 27 over the Burlington Northern Santa Fe (BNSF) Railroad tracks located between Paul Larson Memorial Drive and First Street Northwest, Little Falls. The selected organization must have the necessary resources to support the City throughout the project. The main objectives of the project include developing a preferred alternative with an approved geometric layout and environmental document, as well as conducting tasks such as creating detailed cross sections, defining construction limits, acquiring right of way, and obtaining necessary approvals from relevant authorities.  Interested companies can access the full RFP for download at Any inquiries should be directed to Proposals must be submitted by 11:59 a.m. CT on Tuesday, July 9, 2024. 

WEBSITE CONSULTING. The City of Albert Lea is seeking proposals to redesign and update its website at The purpose of the RFP is to retain a vendor to redesign the menu structure of the City of Albert Lea website at, update its webpages, migrate webpages to the new structure, and train City staff on how to maintain the new structure. The City currently uses WordPress as its content management system. While the City would prefer to keep using WordPress, it is open to considering other content management systems. Proposals are due by 5 p.m. July 15 with a contract expected to be awarded in early August.
