CHARTER COMMISSION LEGAL SERVICES. The Charter Commission of the City of Bemidji is seeking written proposals to retain services of a professional legal consultant to provide civil legal services to the Commission. Services Requested: Basic services for this proposal include those legal services generally understood within the field of municipal law to fall within the category of “general counsel” work, and shall include but not be limited to the following: 1. When requested, attend Charter Commission meetings, either in person or electronically. 2. Draft or review charter amendments as requested. 3. Provide legal analysis to Commission when requested. CITY ATTORNEY SERVICES. The City of Chatfield, Minnesota, a home rule charter city, is requesting proposals from qualified attorneys or law firms to provide City Attorney / municipal legal services, including civil legal services and related representation, as authorized by law. The Request for Proposals (RFP) seeks firms or attorneys with experience representing Minnesota charter cities and providing comprehensive municipal legal counsel. Proposers may submit qualifications for civil services as outlined in the RFP. CITY ATTORNEY SERVICES. The City of Hinckley is seeking proposals from qualified attorneys or law firms experienced in municipal law to provide City Attorney legal services. Services include legal counsel to the City Council and staff, attendance at meetings, ordinance and contract review, planning and zoning matters, economic development, code enforcement, and other municipal legal services. CIVIL LEGAL SERVICES. The City of Mora, Minnesota, is seeking proposals from qualified law firms with municipal experience to serve as City Attorney and provide civil legal services to the City Council, the Mora Public Utilities Commission, the City Administrator, the Utilities General Manager, Department Heads, and other City staff. The scope includes general counsel work, land use and development, public improvements, employment matters, code enforcement, and legal services to Mora Municipal Utilities (electric, water, and wastewater). COMMERCIAL REDEVELOPMENT. The City of East Grand Forks invites qualified developers to submit proposals and design concepts for the redevelopment of the former Simplot property, centrally located in East Grand Forks. The development opportunity encompasses 10.63 acres of C-1 mixed use commercial land on US Hwy-2 access. Respondents are encouraged to propose concepts that demonstrate strong design quality, financial feasibility, sustainability, and compatibility with the community’s long-term vision. The RFP opens July 1, 2026, with proposals due by August 31, 2026 at 3 p.m. CST. COMPREHENSIVE PLAN UPDATE. The City of Wayzata, Minnesota is seeking qualified consulting firms to assist the Community Development Department with developing the City’s 2050 Comprehensive Plan. Qualified consulting firms should have experience in preparing and updating Comprehensive Plans for municipalities within the seven-county metropolitan area. Preferred consultant firms will have considerable experience in community design, land use and transportation planning, economic analysis, and community engagement. ENGINEERING SERVICES – COMPREHENSIVE SAFETY ACTION PLAN. The City of Apple Valley is soliciting proposals from qualified firms to develop a comprehensive safety action plan and supplemental safe routes to school plan. The successful applicant will deliver the final plans by September 30, 2027. To be considered, one (1) digital copy of a proposal must be submitted to [email protected] and three (3) hard copies mailed to Apple Valley City Hall, 7100 147th St W by 12 p.m. on Friday, July 31, 2026. ENGINEERING SERVICES. The City of Dayton is soliciting proposals from firms interested in providing a wide variety of general engineering services and related technical services. The firm selected will be designated as the City Engineer. The successful applicant will provide these services to the City from July 1, 2027, to December 31, 2031. Services may include, but not be limited to, those listed in the “Scope of Services” part of this document. FORENSIC AUDIT SERVICES. The City of Virginia is seeking qualified Certified Public Accounting firms, forensic accounting firms, or other qualified professional firms to conduct an independent forensic audit of the City’s local option sales tax revenues and related financial activities. MANAGED IT SERVICES. The City of Spicer invites proposals from qualified companies to provide managed information technology (IT) services. The qualified company will enable the city to significantly improve IT effectiveness, enhance its quality of services, minimize its support costs, and maximize return on investment in IT. The city will consider a three-year contract term with two optional one-year extensions if agreed by both the city and selected company. PARKING MANAGEMENT PLAN. The City of Hopkins is seeking proposals from consultants who specialize in parking studies and management plans to develop a Parking Management Plan. This plan will analyze current and future motor vehicle parking demand to develop an on-street and municipal parking lot parking system strategy in Downtown Hopkins. PUBLIC FACILITIES ASSESSMENT. The City of Dayton is currently soliciting proposals for a comprehensive facility study to determine potential facility needs in the future. The successful applicant will be an appropriately credentialed architectural/planning firm with experience in local municipal government projects and familiar with operations of municipalities within the State of Minnesota. The City of Dayton anticipates its workforce, and facility needs will expand over the next 5 years and beyond based on the City’s Comprehensive Plan and recent growth within the community. Therefore, the city is interested in firms that can assess current facilities and space needs, consider future space needs based on departmental input and best practices, and prepare space and general design opportunities with cost estimates. To meet future needs, the study shall encompass (A) consideration of expansion/remodeling and/or repurposing of facilities and (B) identification of future locations/configurations for City operations. PUBLIC SAFETY FACILITY STUDY. The City of Eveleth is soliciting proposals to conduct a Public Safety Feasibility Facility Study. The primary purpose is to evaluate the current public facility stakeholders (i.e. Police, Fire, Emergency Medical Services (EMS), and Emergency Operation Center (EOC)) facilities, identify options to address documented space, operational, and building deficiencies, and develop conceptual alternatives with associated cost estimates. The study shall evaluate potential integration of the public facility buildings into a broader City Center or Civic Campus configuration, including coordination with City Hall, Police Department, Fire Department, Emergency Management Services, Emergency Operation Command, and other municipal uses. SOLAR (PV) SERVICES. The City of Stillwater (“City”) is requesting proposals from qualified firms to provide turn-key solar photovoltaic (PV) services. Proposals must be submitted by 4 p.m. on August 11, 2026. Late proposals will not be considered. The City seeks a qualified company to design, engineer, schedule, permit, and construct one or more rooftop solar PV arrays to serve one or more City facilities. The City expects on-site solar generation to provide long-term financial benefits by reducing energy costs, peak demand, and daily electricity use. WIP SUBSTATION CONTROL PANELS. The City of Fairmont/Public Utilities is soliciting sealed bids for furnishing substation control panels, associated materials, and control panel wiring diagrams for the West Industrial Park (WIP) Substation.
