LMC’s 2026 Legislative Priorities
In preparation for the upcoming legislative session, the League of Minnesota Cities Board of Directors formally approved the 2026 City Policies, a publication developed with input from member city officials who participated in the League’s four legislative policy committees in 2025. The City Policies document is the only comprehensive statewide legislative advocacy agenda for all Minnesota cities — access it at lmc.org/policies.
From those city legislative policies, the League Board adopted a broad set of legislative priorities. The priorities were determined through discussions that occurred during the policy committee process and through other member interactions and communications over the past several months. While the issues addressed in the priorities list do not reflect the entire scope of the League’s anticipated activities at the Legislature during the 2026 legislative session, they do provide a starting point for important issues to watch as the session gets underway.
The 12 LMC legislative priorities for 2026 (listed alphabetically):
- Adult-use cannabis local aid and regulatory structure
- Bonding
- Elections
- Emergency medical services (EMS)
- Employment/human resources
- Housing
- Local government aid (LGA)
- Local decision-making
- Local sales taxes
- Public safety
- Sales tax exemption on construction materials
- Water infrastructure and policies
