Honoring Leadership, Service, and Commitment to Minnesota Cities
Over the past year, Minnesota cities have navigated no shortage of challenges and change. Through it all, the League of Minnesota Cities Board of Directors has provided steady leadership, thoughtful guidance, and a deep commitment to serving communities across the state.
At its May 7 meeting, the Board took time to recognize several outgoing members whose leadership, expertise, and dedication have helped strengthen the League and support cities during a pivotal time. From advocacy and governance to mentorship and collaboration, each has left a lasting impact on the organization and the members it serves.
Sharon Hanson – City Administrator, Marshall
Hanson began serving on the LMC Board of Directors in 2023 with a one-year term, then returned to the Board for a two-year term. During her time with the Board, Sharon served on the Building Company Board and has been a consistent champion of the League and its mission. Last week, at the Minnesota City/County Management Association’s Annual Conference, she was presented with the Dr. Robert A. Barrett for Management Excellence – MCMA’s highest honor.
“We are so proud to have her leadership reflected on this Board, and I’m just so grateful to have your calming presence. You know exactly when to whisper something into my ear, and I appreciate it very much. It’s been lovely having you on the Board,” LMC Outgoing President Wendy Berry said.
“Being on the League Board made me a better administrator,” Hanson said.

Scott Neal – City Manager, Edina
Neal began serving on the League Board in June 2023, and during his tenure served on the Municipal Amicus Program Committee.
“Scott brings a thoughtful, safe, respectful demeanor to the Board, and is known for asking the right questions at the right time,” Berry said. “His insight and experience has strengthened the Board – and I would add his kindness and ability to be so real all the time has really strengthened our work. We’re really grateful for your service.”
“This has been a great experience; I’ve always wanted to do it,” Neal said regarding serving on the LMC Board. “I wish I would have done it sooner.”

Elizabeth Torkelson – City Administrator, Olivia
In June, Torkelson will complete her first one-year term on the Board. During her short time, she also served on the Municipal Amicus Program Committee and hosted a member visit in Olivia, bringing a neighboring group of elected and appointed officials together.
“Thank you for your service, Elizabeth,” Berry said.

Shelly Carlson – Mayor, Moorhead

Carlson served as the Board’s Coalition of Greater Minnesota Cities (CGMC) representative from 2025-2026, and provided a strong voice for Greater Minnesota cities.
“Shelly’s leadership and perspective have helped ensure that the needs and priorities of CGMC communities are well represented in Board discussions,” Berry said. “Thank you, Shelly, for your service and commitment.”
Brian Heck – City Administrator, Montgomery
Heck has served as the Board’s Minnesota Association of Small Cities representative since 2023. During his time on the Board, he served on the Improving City Services Policy Committee and has been an active participant in League and affiliate events.
“We are grateful for the years you’ve spent with us, Brian,” Berry said. “Thank you for doing this all these years.”

Jeff Dahl – City Administrator, Woodbury
Dahl served as the Board’s Metro Cities representative during a time he was transitioning from serving as Wayzata’s city administrator to that of Woodbury.
“In his short time on the Board, he’s been helpful continuing to strengthen the relationship between Metro Cities and the League,” Berry said. “Thank you for combining that all into one whirlwind year.”
Dahl said, “It’s a privilege and an honor to serve alongside you and represent the entire organization.”

Justin Miller – LMC Board of Directors Past President; City Administrator, Lakeville
Miller rejoined the League’s Board in 2022 when he took on a role on the Board’s Executive Committee. During this time, Miller has been actively engaged in advocacy efforts at the state and federal levels, helping to preserve local decision-making authority in some of the most complex issues facing cities.
“During a period marked by unprecedented challenges including the pandemic, civil unrest, and evolving state and federal relationships, Justin has been an unflappable presence on the Board,” Berry said. “He is known for leading with integrity, handling difficult conversations with composure, and focusing on solutions that strengthen relationships.
“His thoughtful leadership and mentorship of fellow Board members and genuine commitment to public service have left a lasting impact on the League and its members.”
In his remarks, Miller shared a “uniquely Minnesota saying” he heard at the recent MCMA Annual Conference.
“One of our speakers equated life to a meat raffle,” Miller said. “The secrets to a good meat raffle are you’ve got to buy a ticket, and you have to be present to win. Everybody here, you bought a ticket, you joined a board, and obviously, you’ve won by showing up.”

Wendy Berry – LMC Outgoing President; Council Member, West St. Paul
“Wendy has provided thoughtful and steady leadership during a dynamic – and at times challenging – time for Minnesota cities,” LMC Board First Vice President Courtney Johnson said.
During her tenure, Berry helped guide the Board through complex discussions and organizational priorities. She also previously served on a hiring committee for the League’s executive director, helping to shape the organization’s future.
“Wendy truly values connection and meaningful engagement, consistently creating space for Board members and for the broader membership to listen to one another, share perspectives, and work toward common ground,” Johnson said. “Her leadership and commitment toward fostering a collaborative and engaged Board culture has left a lasting impact on us all.”
“This Board is the gold standard,” Berry said, “and I just appreciate each of you in many ways.”

The League extends its sincere gratitude to these outgoing Board members for the time, energy, and leadership they shared while serving Minnesota cities. Their contributions have helped shape important conversations, strengthen relationships, and guide the League through a significant chapter in its history.
As new leaders step into Board service, the League looks forward to building on the strong foundation these members helped create.
