Electronic White Lining Arrives in 2026

Minnesota is taking a step forward in excavation safety and efficiency.
Starting January 1, 2026, excavators will have the option to use electronic (digital) white lining when submitting tickets through Gopher State One Call (GSOC). This new method allows excavators to outline proposed excavation areas digitally, an option that can save time and reduce the need for physical site markings.
However, accuracy still matters. Electronic markings must provide the same level of detail as white paint or on-site flags offer. Even with this new digital option, facility operators can still require physical white markings if the electronic information isn’t clear enough for their locating process.
To help with this transition, the Minnesota Common Ground Alliance (MNCGA) and GSOC have released Suggested Practices for Electronic White Lining. These practices aim to help excavators give clear, consistent instructions so locators know exactly where work will occur.
GSOC also offers training opportunities, including webinars and in-person presentations for anyone who wants to learn more about how to correctly submit electronic markings.
As we move toward the 2026 change, the main goal remains the same: provide clear, accurate information to protect underground facilities and keep excavation work safe and efficient.
