Minnesota Management and Budget Is Gathering Input for Governor’s 2026 Capital Budget
Cities are encouraged to participate in a short survey by Dec. 8 to help shape the upcoming legislative session’s bonding bill priorities.
Minnesota’s governor is required to submit a capital budget proposal in even-numbered legislative sessions. Although a bonding bill was passed last session, the state expects to use additional debt capacity to fund more qualified public infrastructure projects. As part of that process, Minnesota Management and Budget is seeking public input on infrastructure priorities and has asked the League to share the survey link with members.
The survey is short. It includes a few demographic questions, followed by questions that ask respondents to rate conceptual priorities and rank capital budget project categories. There is also an opportunity to comment on any specific local project a respondent wants to highlight. This is an easy way for cities to reinforce the importance of state bonding funds for maintaining essential local infrastructure and supporting the state and local partnership in financing those needs.

The deadline to participate is Dec. 8, 2025. The League encourages city staff and officials to take the survey.
