City of Mounds View Honored with 2025 LMC City of Excellence Award
The City of Mounds View received the League of Minnesota Cities 2025 City of Excellence Award for the 5,000–29,999 population category Thursday at the League’s Annual Conference in Duluth. Mounds View was honored for its “Discharge of Discriminatory Covenants” initiative.
The city launched a comprehensive effort to identify and remove racially restrictive covenants—clauses that prohibited property ownership or occupancy based on race—from residential property deeds. Mounds View had the second-highest number of such covenants in Ramsey County.
Despite state and federal laws rendering these clauses unenforceable, city leaders recognized the importance of officially discharging them to acknowledge past harm and ensure future inclusivity. To accomplish this, Mounds View partnered with the University of Minnesota’s Mapping Prejudice Project to identify properties with covenants and streamline the discharge process for homeowners. Ramsey County supported the effort by waiving filing fees and providing free notarization and mailing services.
The city also adopted an ordinance requiring the discharge of any discriminatory covenant as part of property transactions, making Mounds View the first known city in Minnesota to do so. As of 2025, nearly 25% of the city’s 571 known covenants had been officially discharged.
The City of Excellence Awards are given yearly by the League of Minnesota Cities in three population categories and one topical category. The awards recognize cities for outstanding programs or projects. Each winning city will receive a plaque, a check for $1,000, and recognition in League publications and promotional activities throughout the coming year.
