ATTORNEY SERVICES. The City of Spicer seeks to retain the services of legal consultants to act as the City Attorney and staff for municipal government legal services. The City of Spicer, with a population of about 1,200, is located in Central Minnesota between St. Cloud and Willmar, and less than 100 miles from the Twin Cities metropolitan area. The City is a Plan A Statutory City with a Council-Administrator form of government. For the full RFP, please visit the City’s website. The City of Nowthen seeks to retain the services of legal consultants to act as the City Prosecuting and City Civil Attorney.  The City of Nowthen with a population of 4,563 and is located in the Northwest corner of Anoka County, yet not far from the Twin Cities metropolitan area. The City is a Plan A Statutory City with a Council-City Clerk form of government. If you are a firm that can do both services, please provide individual quotes and a quote for all services. COMMUNITY SURVEY. The City of Orono is seeking proposals from qualified consultants to conduct a statistically significant community survey in 2026 to support the development of the City’s 2050 Comprehensive Plan Update. The selected consultant will provide survey services, including survey development, administration, analysis, and reporting. The survey will assess resident satisfaction with community quality of life, City-provided services, community priorities, and potential City policies and plans. Survey results will be presented to the City Council and will help guide City decision-making, prioritize initiatives, improve services, and support the 2050 Comprehensive Plan Update. DEVELOPMENT. The City of Caledonia is seeking proposals for the purchase and development of City owned land at 615 W Washington Street. A paper copy of the RFP is available at City Hall or on the City’s website. Call Jake Dickson with any questions at 507-725-3450. 

EMPLOYEE MENTAL HEALTH SERVICES. The City of Maplewood is seeking proposals for employee mental health services and training for public safety personnel. Desired Services Include: Tier 1: Mental health check-ins (including new hire and separation), critical incident response (crisis briefs, defusings, debriefings), and mental health/wellness in-service trainings. Tier 2: All Tier 1 services plus a partially embedded clinician (~20 hrs/month) for scheduled/drop-in sessions, ride-alongs, and informal crew engagement. Tier 3: All Tier 1 services plus a fully embedded clinician (30–40 hrs/week). Optional Add-Ons: 24/7 critical incident response, crisis hotline, command staff consultation, proactive leadership engagement, and behavioral/organizational support. HOUSING STUDY. The City of Becker, Minnesota is seeking proposals from qualified individuals or project teams to prepare a comprehensive housing study, needs analysis/assessment, housing development incentive study, and recommended local solution action plan. Submittals must be sent to Jacob Sanders, Community Development Director, City of Becker, 12060 Sherburne Ave SE, Becker, MN 55308 by 4:30 PM (CST) on Jan. 7, 2026. Proposals must be placed in an envelope, box, or similar container securely sealed therein and labeled: “Proposal to Complete a Comprehensive Housing Study, Needs Analysis, and Action Plan for the City of Becker”. RAIL CORRIDOR STUDY. The City of Willmar, Kandiyohi County, and BNSF Railway Company have entered into a cooperative agreement to study and evaluate multimodal safety, efficiency, connectivity, and resiliency across the BNSF Morris and Marshall Subdivisions within the City of Willmar and Kandiyohi County. The Request for Proposal can be found on the City of Willmar’s Website, www.willmarmn.gov. Submissions are due Jan. 16, 2026. Please refer to the document for further details.

SOLID WASTE AND RECYCLING COLLECTION SERVICES. The City of North Saint Paul is accepting Request for Proposals (RFP’s) from qualified contractors or firms to provide Solid Waste and Recycling Collection Services for the City. Prospective Contractors interested in responding to this RFP shall notify the City via email of their interest. Questions, requests for clarification or requests for information about this RFP or process must be submitted only via email. Notifications of intent must be made by 4 p.m. Friday, Jan. 9, 2026. It is the responsibility of the Respondents to ensure their Notification of Intent is received by the City. The city will be accepting proposals for these services through Feb. 13, 2026. SUPPLEMENTAL TRANSIT SERVICES. SouthWest Transit is requesting proposals from qualified providers for supplemental transit services during the Minnesota State Fair for the years 2026-2028. The selected vendor will supply buses and drivers to transport riders between designated Park & Ride locations and the State Fair Transit Hub. Services are required for all 12 days of each fair, with training prior to service. A full copy of the RFP can be obtained by visiting SouthWest Transit’s website. TRANSPORTATION STUDY. The Mankato/North Mankato Area Planning Organization (MAPO) has released two separate Requests for Proposals (RFPs) to solicit responses from qualified firms for the purposes of producing separate deliverables: 1) CSAH 16 Corridor Study in Mankato; 2) Highway 14 Corridor Study in Mankato and North Mankato. Each study will undergo a separate procurement/ranking/contract selection process. Proposals will be submitted individually per study. Firms selected must have experience and expertise in corridor transportation and multimodal planning. The RFPs are available online at mnmapo.org.
