2050 COMPREHENSIVE PLAN UPDATE. The City of Saint Anthony Village is seeking proposals from qualified consultants to lead and develop the City’s 2050 Comprehensive Plan update. The consultant will lead the development of the engagement, drafting and approval of the Plan. The Plan will meet the Metropolitan Council requirements, build off of recent City planning activities, and focus on engagement with the community to develop the vision for the City. Qualified consultants should have experience preparing Comprehensive Plans for Cities in the seven-county metropolitan area. The RFP is available on the City of Saint Anthony Village Website. ACCOUNTING SERVICES. The Chisago Lakes Joint Sewer Treatment Commission (CLJSTC) is requesting proposals from qualified firms to provide comprehensive accounting and financial services. Services include financial reporting, governmental accounting, audit support, budgeting, financial planning, and related advisory services for the Commission’s regional wastewater treatment operations. ACCOUNTING SERVICES. The City of Lonsdale is requesting proposals from qualified firms or certified public accountants to audit and prepare its financial statements for fiscal years 2026, 2027 and 2028.  Submit an electronic pdf copy of your proposal on or before 4:30 p.m., Friday, July 24, 2026. ARCHITECTURAL AND ENGINEERING SERVICES. The City of Hopkins Housing and Redevelopment Authority seeks Statements of Qualifications from licensed Architectural and Engineering firms for the rehabilitation of Dow Towers, a 76-unit publicly owned residential building in Hopkins, MN. Funded by Minnesota Housing’s 2024 POHP General Obligation Bond program, the project covers full A/E services from pre-design through construction administration, including health/life-safety and ADA upgrades. MBE/WBE and Section 3 firms are encouraged to apply. Submittal deadline is August 17, 2026 by 4 p.m. to Executive Director Muse Mohamed at [email protected]. CHARTER COMMISSION LEGAL SERVICES. The Charter Commission of the City of Bemidji is seeking written proposals to retain services of a professional legal consultant to provide civil legal services to the Commission. Services Requested: Basic services for this proposal include those legal services generally understood within the field of municipal law to fall within the category of “general counsel” work, and shall include but not be limited to the following: 1. When requested, attend Charter Commission meetings, either in person or electronically. 2. Draft or review charter amendments as requested. 3. Provide legal analysis to Commission when requested. CITY ATTORNEY SERVICES. The City of Hinckley is seeking proposals from qualified attorneys or law firms experienced in municipal law to provide City Attorney legal services. Services include legal counsel to the City Council and staff, attendance at meetings, ordinance and contract review, planning and zoning matters, economic development, code enforcement, and other municipal legal services. CIVIL LEGAL SERVICES. The City of Mora, Minnesota, is seeking proposals from qualified law firms with municipal experience to serve as City Attorney and provide civil legal services to the City Council, the Mora Public Utilities Commission, the City Administrator, the Utilities General Manager, Department Heads, and other City staff. The scope includes general counsel work, land use and development, public improvements, employment matters, code enforcement, and legal services to Mora Municipal Utilities (electric, water, and wastewater). COMMERCIAL REDEVELOPMENT. The City of East Grand Forks invites qualified developers to submit proposals and design concepts for the redevelopment of the former Simplot property, centrally located in East Grand Forks. The development opportunity encompasses 10.63 acres of C-1 mixed use commercial land on US Hwy-2 access. Respondents are encouraged to propose concepts that demonstrate strong design quality, financial feasibility, sustainability, and compatibility with the community’s long-term vision. The RFP opens July 1, 2026, with proposals due by August 31, 2026 at 3 p.m. CST. COMPREHENSIVE PLAN. The City of Detroit Lakes, Minnesota, is requesting proposals from qualified consulting firms to engage in the preparation of the City’s Comprehensive Plan. Interested firms should demonstrate experience in preparing and updating municipal comprehensive plans, including the facilitation of community engagement. CONSULTING SERVICES. This request for qualifications (RFQ) is issued by Three Rivers Park District (Park District) to identify consulting firms providing specific professional consulting services to support Park District staff. The Park District has identified multiple areas of practice where the need may arise for the use of outside consultants. These areas of practice generally include architecture, engineering, planning, landscape architecture, natural resources, and certain specialty areas. To view the entire RFQ, please visit this page. ENGINEERING SERVICES – COMPREHENSIVE SAFETY ACTION PLAN. The City of Apple Valley is soliciting proposals from qualified firms to develop a comprehensive safety action plan and supplemental safe routes to school plan. The successful applicant will deliver the final plans by September 30, 2027. To be considered, one (1) digital copy of a proposal must be submitted to [email protected] and three (3) hard copies mailed to Apple Valley City Hall, 7100 147^th St W by 12 p.m. on Friday, July 31, 2026. ENGINEERING SERVICES. The City of Dayton is soliciting proposals from firms interested in providing a wide variety of general engineering services and related technical services. The firm selected will be designated as the City Engineer. The successful applicant will provide these services to the City from July 1, 2027, to December 31, 2031. Services may include, but not be limited to, those listed in the “Scope of Services” part of this document. INVENTORY OF SPORTS FACILITY USAGE, AND COMMUNITY PARK AND SPORTS COMPLEX NEEDS ANALYSIS. The City of Dayton is soliciting proposals from qualified consultants to provide planning services to complete; (1) an inventory of sports facilities serving Dayton residents and facility usage, and (2) a park facility needs analysis (sports and non-sports). The proposal should address the Consultant’s capabilities for performing all aspects of the project development process while presenting specific project information and substantiating the Consultant’s methodologies and approach for completing the work requested. LEGAL SERVICES. The Minnehaha Creek Watershed District seeks qualifications of interested firms to perform legal services in the areas of watershed/environmental law and policy development, drainage law, municipal/governmental law and land use regulation, real estate law, employment law, public sector contract law, conflict resolution and mediation, and litigation. MANAGED IT SERVIES. The City of Elysian invites proposals from qualified companies to provide managed information technology (IT) services. The qualified company will support the City of Elysian in maintaining, assessing, and improving its technology systems, infrastructure, and security in alignment with organizational goals. PUBLIC FACILITIES ASSESSMENT. The City of Dayton is currently soliciting proposals for a comprehensive facility study to determine potential facility needs in the future. The successful applicant will be an appropriately credentialed architectural/planning firm with experience in local municipal government projects and familiar with operations of municipalities within the State of Minnesota. The City of Dayton anticipates its workforce, and facility needs will expand over the next 5 years and beyond based on the City’s Comprehensive Plan and recent growth within the community. Therefore, the city is interested in firms that can assess current facilities and space needs, consider future space needs based on departmental input and best practices, and prepare space and general design opportunities with cost estimates. To meet future needs, the study shall encompass (A) consideration of expansion/remodeling and/or repurposing of facilities and (B) identification of future locations/configurations for City operations. PUBLIC WORKS FACILITY – ARCHITECTURE/ENGINEERING SERVICES. The City of Golden Valley is soliciting proposals for architectural, and engineering (“A/E”) design and construction administrative services associated with a new Public Works Facility located at 6100 and 6110 Olson Memorial Hwy. The firm selected will work with the Golden Valley Project Team which will include City staff and stakeholders, Owner’s Representative, and Construction Manager. Proposals are due by 3 p.m. on Aug. 11, 2026, those received after that will not be considered. PUBLIC WORKS FACILITY CONSTRUCTION MANAGEMENT AT RISK SERVICES. The City of Golden Valley is seeking a Request for Qualifications (“RFQ”) for a Construction Manager at Risk (“CMAR”) with a Guaranteed Maximum Price (“GMP”) from qualified firms for services associated with a new Public Works Facility located at 6100 and 6110 Olson Memorial Hwy. Once RFQs are received the City will issue a Request for Proposals (“RFP”) to shortlisted firms. The selected firm from the RFP process will work with the Public Works Facility Team that will be comprised of City staff and stakeholders, Tegra Group as Owners Representatives and selected design firm(s). Proposals are due by 3 p.m. on July 30, 2026, those received after that will not be considered. SOLAR (PV) SERVICES. The City of Stillwater (“City”) is requesting proposals from qualified firms to provide turn-key solar photovoltaic (PV) services. Proposals must be submitted by 4 p.m. on Aug. 11, 2026. Late proposals will not be considered. The City seeks a qualified company to design, engineer, schedule, permit, and construct one or more rooftop solar PV arrays to serve one or more City facilities. The City expects on-site solar generation to provide long-term financial benefits by reducing energy costs, peak demand, and daily electricity use. WEBSITE REDESIGN AND SUPPORT SERVICES REQUEST FOR PROPOSALS. The City of Fairmont, Minnesota, is seeking proposals from qualified firms to redesign, develop, implement, host, and support the City’s official website, www.fairmont.org. The City is seeking a modern, secure, mobile-first website featuring a user-friendly content management system, AI-powered search, online forms, third-party software integrations, and WCAG 2.2 accessibility compliance. The selected vendor will also provide content migration, cloud hosting, staff training, cybersecurity, and ongoing support services. WIP SUBSTATION CONTROL PANELS. The City of Fairmont/Public Utilities is soliciting sealed bids for furnishing substation control panels, associated materials, and control panel wiring diagrams for the West Industrial Park (WIP) Substation.
