2030-2050 COMPREHENSIVE PLAN UPDATE. The City of Medina is soliciting proposals from qualified consultants to prepare the 2030–2050 Comprehensive Plan Update. The Consultant will lead public engagement and work closely with residents, community stakeholders, city staff, and the Comprehensive Plan Steering Committee to develop and draft the update. The Consultant will coordinate engagement and plan preparation, except for the Local Surface Water Management, Water Supply, Sanitary Sewer, and Transportation chapters, which will be prepared by the City’s engineering firm. The Consultant will be responsible for providing relevant mapping, quantitative data, and land use information from the broader Plan to support the engineering firm’s work. 2050 COMPREHENSIVE PLAN UPDATE. The City of Golden Valley seeks a consultant team to lead and deliver the full comprehensive plan update, building on the City’s previous 2040 Comprehensive Plan and long-standing planning frameworks. The firm selected will work as a planning partner to collaborate with City staff, elected and appointed officials, community members, regional partners, and other stakeholders throughout the process and to provide the technical expertise, facilitation, creativity, and strategic thinking necessary to develop a 2050 Comprehensive Plan that is both aspirational and implementable. Proposals are due by 4:30 p.m. on Sept. 30, 2026, those received after that will not be considered. 2050 COMPREHENSIVE PLAN UPDATE. The City of Morris is seeking proposals from qualified planning, municipal design, and community consulting firms (or multidisciplinary teams) to lead a holistic update and overhaul of the City’s 1999 Comprehensive Plan. The City of Waconia is seeking proposals from qualified planning and multidisciplinary consultants to assist with development and adoption of its 2050 Comprehensive Plan. The city is seeking a master consultant to lead and deliver the full comprehensive planning process, except for the Local Surface Water Management, Water Supply, Sanitary Sewer, and Transportation chapters, which will be completed by a city selected engineering consultant. AUDIT SERVICES. The City of Farmington is requesting proposals from qualified certified public accounting firms to provide comprehensive annual audit services, including preparation of the City’s Annual Comprehensive Financial Report (ACFR), for the fiscal years ending Dec. 31, 2026 through 2028. AUDIT SERVICES. SouthWest Transit (Eden Prairie, MN) is requesting proposals from qualified public accounting firms to audit its financial statements for fiscal years ending December 31, 2026, 2027, 2028, 2029, and 2030. A copy of the RFP may be obtained by emailing [email protected]. Questions must be submitted by September 21, 2026, with proposals due electronically on Sept. 30, 2026, by 4 p.m.. The selected firm will be notified prior to Oct. 8, 2026. The SWT Commission is anticipated to formally award the contract at its regular meeting on Oct. 15, 2026. CONSULTING SERVICES. The City of Edina is seeking proposals from qualified economic, urban planning, or real estate consulting firms to study and update the City’s Policy for New Multi-Family Affordable Housing, including both rental and ownership developments. The purpose of this project is to develop a clear, legally defensible, market-sensitive framework for increasing affordable housing opportunities in Edina and integrating affordable housing into the City’s broader housing development strategy. COMPREHENSIVE PLAN PUBLIC ENGAGEMENT. The City of Hopkins is seeking proposals for public engagement services to support the 2050 Comprehensive Plan Update. The City is seeking a creative and community-focused consultant or consulting team to supplement the City’s public engagement efforts. The City is looking for fun, innovative, and accessible ways to connect with residents, businesses, and community members through pop-up events, interactive activities, community events, neighborhood outreach, and other creative approaches beyond traditional public meetings. ENERGY AUDIT. The City of Lanesboro, Minnesota is seeking proposals from interested and qualified consultants to conduct a public facility energy audit in the city of Lanesboro, located in Southeast Minnesota along the Root River. ENGINEERING SERVICES. The City of Foley is requesting proposals from experienced engineering firms for general municipal engineering services. The firm requesting consideration should be aware that experience in the area of municipal engineering is a requirement. The applicant shall have sufficient resources to ensure that all the demands of the City’s engineering needs are met on a timely basis. ENGINEERING SERVICES. The Vadnais Lake Area Water Management Organization (VLAWMO) seeks proposals from qualified engineering firms to provide professional engineering services for 2027 and 2028 on an “as needed” basis. The VLAWMO Board is seeking a renewal of general engineering services to address a growing need. VLAWMO will select a firm based on experience, technical capacity, billing rate, responsiveness and the scope of services listed here: stormwater management, feasibility studies, design assistance, technical assistance with grant applications, stormwater management review and comment of development applications, as requested. FIRE STATION DEVELOPMENT OPPORTUNITY. The City of Waconia is seeking a developer or business to reuse or redevelop the City’s former fire station site located at 26 Maple Street South. The 0.56-acre opportunity site is in downtown Waconia at the southwest corner of Main Street West and Maple Street South. FREIGHT RAIL DEVELOPMENT OPPORTUNITY. The Sandstone Economic Development Authority (SEDA) is issuing this Request for Information (RFI) to seek information and inquiries from potential developers interested in providing Public Private Partnership services for a freight rail development opportunity (likely a Transload Facility) on a roughly 75-acre site owned by the SEDA. The purpose of this RFI is for the SEDA to evaluate the interest of developers in the potential development of the site at the south end of Sandstone Business Park through which there are BNSF mainline tracks. Based on the information received and the SEDA’s evaluation of it, a Preferred Developer will be selected to implement the development of the rail-adjacent site. The selected Preferred Developer and the SEDA will enter into a Preliminary Development Agreement, which will guide the Developer/SEDA partnership during the process of preparing a site development plan. The Preferred Developer will work collaboratively with SEDA, the City, and the public. HARDWARE LIFECYCLE AND COMPUTER PURCHASING. The City of Mora, Minnesota, is requesting quotes from qualified vendors for standardized computer hardware, docking stations, displays, peripherals, and related setup/configuration services. LEADERSHIP DEVELOPMENT AND CHANGE MANAGEMENT PARTNER. The Metropolitan Mosquito Control District (MMCD) is seeking qualifications from experienced leadership-development and change-management firms to design and implement a comprehensive, sustained program that equips leaders to guide the organization through ongoing change and embeds long-term learning into daily workplace practices. The scope includes a recommended approach for three key groups: the Senior Leadership Team, People Leaders, and Field Operations Supervisors (FOS). LEGAL SERVICES. The City of Inver Grove Heights seeks proposals from qualified firms or individuals to provide contract prosecution services related to the prosecution of all petty misdemeanor, misdemeanor, and gross misdemeanor offenses (except those statutorily required to be prosecuted by the Dakota County Attorney’s Office) as required by Minn. LEGAL SERVICES. The Rum River Fire District is accepting proposals to retain the law firm or attorney determined to be best qualified to meet the District’s needs. The Rum River Fire District is seeking legal counsel that has depth and breadth of experience in Minnesota local government and joint powers law, has experience in representing fire departments and/or districts, public safety organizations, or similar public entities, and strong communication skills and ability to work effectively with a governing board, Fire Chief, fiscal agent, and member-city representatives. LEGAL SERVICES. The City of Stillwater is seeking proposals from qualified law firms for criminal prosecutorial services on a consulting or contractual basis. The firm selected will begin on Jan. 1, 2027 and anticipates a three-year contract. Detailed information is outlined in the RFP available on the city’s website stillwatermn.gov/ bids. LEGAL SERVICES. The City of Wrenshall is soliciting proposals from qualified law firms to provide general civil attorney legal services on a consulting or contractual basis. The firm selected will be designated as the City Attorney, with services to begin on Jan. 1, 2027. The full Request for Proposal is available on the city website cityofwrenshall.com . MANAGED INFORMATION TECHNOLOGY SUPPORT SERVICES. The City of Mora, Minnesota, is requesting quotes from qualified firms to provide managed Information Technology (IT) support services. The City is soliciting IT support separately from hardware purchasing, security cameras/access control, and website/CMS services to compare service middles, pricing, contract language, and long-term operational fit. PLANNING AND ENGINEERING SERVICES. The City of Stacy is seeking proposals from qualified professional firms to provide contracted general engineering and planning services. The City would prefer one firm to provide both City Engineer and City Planner services but will consider proposals for either service separately. Services include municipal engineering, infrastructure planning, project design and bidding, construction oversight, mapping and utility records, development review, zoning and subdivision administration, comprehensive plan and ordinance updates, grant assistance, parks planning, and meeting attendance. PUBLIC WORKS SPACE NEEDS STUDY. The City of Victoria is seeking proposals from qualified firms interested in engaging in the preparation of a space needs study for the City of Victoria’s public works department. REALTOR SERVICES. The City of Wadena and the Wadena Economic Development Authority (WDA) are accepting sealed proposals from licensed real estate brokers/agents to provide realtor services for the sale of City-owned property in Wadena, MN, including commercial and business park lots, open lots, residential lots in Pinewood Estates, and a building (the former library). Proposals must include realtor qualifications, references, a marketing plan, and proposed commission/fees, per the full RFP. RESIDENTIAL RECYCLING SERVICES. Greenfield, Minnesota, is seeking proposals from qualified companies to provide residential recycling collection, processing, and marketing services for the City. The new contract will run from January 1, 2027, through December 31, 2029. Proposals must be received by 4 p.m. CST on Tuesday, Oct. 6, 2026. SECURITY CAMERAS AND ACCESS CONTROL SYSTEMS. The City of Mora, Minnesota, is requesting quotes from qualified vendors for security cameras and, if proposed, access control solutions for City facilities. The city is soliciting this separately from managed IT support and general hardware purchasing because physical security systems involve facility specific design, video retention, service response, data access controls, and long-term support considerations distinct from other technology services. SINGLE-FAMILY HOUSING DEVELOPMENT OPPORTUNITY. The City of Golden Valley invites qualified developers to submit proposals for the construction of a single-family home as part of the City’s HOPE (Home Ownership Program for Equity) initiative. SNOW AND ICE REMOVAL. The City of Maple Plain is requesting proposals from qualified contractors to provide snow and ice removal services for City streets, and other designated public areas. Services will include snow plowing, snow removal, sanding and salting, pretreatment, and related snow and ice control services in accordance with the City’s specifications and Snow and Ice Control Policy. Contractors must have sufficient personnel and equipment available to provide timely and reliable service throughout the winter season. All routine and primary plowing of City streets must be performed using trucks equipped with snowplows. Skid steers will not be permitted for primary street plowing. Skid steers may be used for cleanup operations, including intersections, cul-de-sacs, dead ends, and other areas where additional maneuverability is necessary. SNOW REMOVAL. The City of White Bear Lake will be accepting bids for down town snow hauling for the 2026 – 2027 season. Contractors interested in submitting a bid should contact the Public Works Department at 651-747-3650 or email at [email protected] before the Oct. 14, 2026 deadline; to request a bid form. All bids must be submitted before Oct. 14 at 3:30 p.m. to be considered. Bids will be accepted for down town hauling as requested.

WATER AND SANITARY SEWER RATE STUDY. The City of Woodbury is requesting proposals from qualified firms to conduct a comprehensive water and sanitary sewer rate study. The preferred firm should have extensive experience with and knowledge of different methods of charging users of municipal water and sanitary sewer systems, including rate structures that advance water conservation and long-term financial sustainability. The selected firm will be expected to help staff understand the policy and financial implications of alternative rate structures, cost allocations, funding approaches, and operating assumptions. The firm will also be asked to support City staff in framing key policy questions for City Council consideration, particularly in the areas of rate distribution between residential and commercial customers and a review of Woodbury’s existing conservation-oriented water rate tiers.
