The Minnesota Mayors Handbook is a starting point for all you need to learn to be a successful mayor.
The Handbook provides information for mayors about:
- Legal powers and responsibilities within the structure of their form of city government.
- Practical tips on meeting management.
- Guidelines for inspirational and ethical leadership of their council and their community.
This Handbook is a product of the Minnesota Mayors Association (MMA) in cooperation with the League of Minnesota Cities. MMA dues support this and other valuable interaction among Minnesota mayors to help them provide excellence in city governance.

The Handbook is a summary resource for practical and legal issues concerning Minnesota city mayors. Appendices are suggested approaches but may be tailored to individual city needs. The Handbook contains general information and is not intended to be a substitute for legal advice; for legal advice, the city should consult its attorney.
