Bill to Require Adoption of State Building Code Heard in Senate
The legislation would require all municipalities to administer and enforce the Minnesota State Building Code.
A bill related to State Building Code enforcement was heard on Mar. 12 by the Senate Labor Committee. The bill, SF 4203 (Sen. Nicole Mitchell, DFL-Woodbury), as amended, would mandate that all municipalities adopt, administer, and enforce the State Building Code within their jurisdictions no later than Jan. 1, 2030.

Testimony on the bill
The League submitted written testimony stating that requiring enforcement of the State Building Code is cost-prohibitive for many smaller cities, and would result in an unfunded mandate, especially given the shortage of building inspectors across the state. The Minnesota Association of Small Cities testified to the challenges and delays that smaller cities would face in administering the State Building Code with the limited staff and resources they have available.
Sen. Grant Hauschild (DFL-Hermantown) spoke about hearing from constituents across his district in smaller and more remote cities on the challenges they already face in getting inspections done due to the lack of building officials, and that many projects have been delayed.

Next steps
SF 4203, as amended, was laid over by the Senate Labor Committee. The House companion bill, HF 4241 (Rep. Larry Kraft, DFL-St. Louis Park) was referred to the House Labor and Industry Finance and Policy Committee. It has not yet been scheduled for a hearing.
