In a public safety agency, chaplains can serve a vital role in providing support to employees and their families. Chaplains can be paid or volunteer members of any department who should serve in a non-denominational capacity, regardless of their individual faith. Ideally, to be most successful within a public safety agency, most chaplains receive outside training in working with public safety personnel that goes beyond their typical counseling/advisor training for their profession. Agencies can assist in providing some of this training by introducing chaplains to the field of law enforcement and firefighting by having the chaplain observe various agency functions. Policies and procedures should be considered in terms of the extent a chaplain will work alongside employees, whether that be at all times, or only for specific occasions. Regardless, chaplains should be available on a 24-hour, on-call basis, as determined by the agency. In addition, departments may wish to utilize chaplains in special events, such as award ceremonies, memorials, or funerals.

It is recommended that while serving with the department, chaplains wear attire or a symbol of faith that distinguishes them as a chaplain.
