Protects public health and environment linked to stormwater runoff from coal tar sealer products on asphalt driveways. To enforce the statewide ban on coal tar based products cities must establish their authority to do so in a city ordinance. Cities with local prohibitions on coal tar products passed under a previous law must now amend their ordinances to conform to state statute.
