The Minnesota Housing Partnership (MHP) has announced the release of its Local Housing Trust Fund Manual for Minnesota. League staff contributed to the development of the manual.

Local housing trust funds can help cities leverage local resources to address their unique housing needs. Money from local housing trust funds can be used in many ways to address housing needs, including down payment assistance, rental assistance, and the development and rehabilitation of housing.

The manual includes:

  • In-depth discussion of best practices and key decisions that local communities will make when considering the establishment of a local housing trust fund.
  • Case studies of successfully established local housing trust funds.

League advocates for state funding

The League continues to support state match funding to help spur the creation of more local housing trust funds across the state. During the 2019 legislative session, the League testified in support of SF 1961 (Sen. Andrew Lang, R-Olivia) and HF 1402 (Rep. Michael Howard, DFL-Richfield).

These bills would have provided $10 million in fiscal year 2020 to award matching grants up to $300,000 for communities that establish local housing trust funds. Both bills received hearings in each body of the Legislature and will likely be discussed during the 2020 legislative session.

The Minnesota Housing Partnership will also be hosting several webinars to discuss the manual. The first one will take place Aug. 19 from 12 to 1 p.m. Registration and more information for those will be released in the coming days. Check the MHP website for updates.
