Interpersonal Relations: Relations Between Council and Staff

Behavior:

  • A majority group with a specific agenda on the governing body may decide it is their responsibility to “run” the city or county undermining, staff authority.
  • Staff may be seen as trying to manipulate the governing body by not providing important information, or by not doing what the council or board has directed.

Concern:
Governing body members and staff stop working as a team of “we” and begin to behave like competing factions of “us” versus “them.”
