Webinar: Federal Motor Carrier Safety Act Clearinghouse

As can be the case with any new large project or legislative implementation, it’s not uncommon to find additional clarification or guidance on issues. To that end, the League of Minnesota Cities has learned about some key points we wanted to share with you:
- The League contacted the Department of Transportation (DOT) to ask more about DOT numbers and learned government entities are not required to have a DOT number. They are exempt per 390.3(f)(2). When registering in the Clearinghouse, there is an option to register without a DOT number. It bypasses the Compass Portal portion of the registration and is much simpler.
- We reached out to the DOT and asked whether a situation where a city is conducting follow up testing related to a positive test result that occurred prior to January 6, 2020, is reportable to the Clearinghouse. The DOT noted follow up testing, for example that is conducted related to a positive drug or alcohol test result prior to January 6 would NOT be reported. The Clearinghouse is only for violations that occurred January 6, 2020 and later.
