Minnesota Boundary Adjustment Forms Modified to Be More Inclusive

March 21, 2023

The Office of Administrative Hearings has updated the petition templates it offers to parties that are filing new municipal boundary adjustment requests.

The boundaries of Minnesota’s cities and towns are legally adjusted by the Office of Administrative Hearings (OAH) in cases involving the creation, annexation, detachment, or consolidation of municipalities.

To be more inclusive, the OAH has created new templates that are posted on the Forms page on the Municipal Boundary Adjustment (MBA) Unit website. Cities, townships, and MBA filers are encouraged, but not required, to streamline their practice by using OAH’s forms. The previous petition forms included a note that said, “If the land is owned by both husband and wife, both must sign the petition.” This language has been changed to “If the land is owned by more than one person, all must sign the petition.”
