You Can’t Say That! Navigating Free Speech in a Polarized World

The First Amendment protects the freedom of speech, including voicing opinions through signs, print and spoken word. Learn the role that cities play in upholding this right in a polarized world.

9:45-10:45 a.m.
DOT Drug and Alcohol Testing

Get an overview of the Department of Transportation (DOT) Drug and Alcohol Testing program. We’ll discuss who is subject to testing, the different types of tests, consequences of prohibited conduct, the Drug & Alcohol Clearinghouse, and more.

10:45-11:30 a.m.
Contract Basics 

Learn about the essential elements of a well-written contract and how to protect your city’s interests. We’ll dig into liability provisions relating to insurance and indemnification. Plus, find out how to review a certificate of insurance. This session is geared toward beginners with limited contract experience.
