The City Pro Financial Planning Tool takes the guesswork out of
answering this important question.

The League and its Small Cities Financial Viability Task Force partnered with Springsted Incorporated’s financial advisors to develop this affordable, easy-to-use tool that works for cities large and small.

How City Pro helps your city make smarter fiscal decisions

Enter current budgets and financial data, and City Pro will project up to 10 years of future revenues, expenditures, costs of capital improvements, and fund balances. Enterprise fund operations can also be included.

City Pro will calculate the tax rate necessary to support projected needs, giving city staff and elected officials a sound basis for long-range planning and decision making regarding future service delivery capacity.

City Pro is an Excel-spreadsheet based planning tool and is available
in two separate versions:
City Pro for Small Cities. For cities with populations under 5,000.
City Pro for Large Cities. For cities with populations over 5,000. Includes Minnesota State Aid (road monies) and enterprise fund capacity.

Pricing information

  • Population up to 1,000: $500
  • Population 1,001 – 2,500: $1,000
  • Population 2,501 – 5,000: $1,500
  • Population 5,001-7,500: $4000
  • Population 7,501 and over: $5000

Included in the purchase price of City Pro is an optional hands-on training session and one year of technical support from Springsted staff via phone.
